If you'relooking at it from a purely legal point of view, the answer is practically nothing! Anybody can set himself up as an ellekee-trish-un and sell his services.
There are no legally required certificates or licenses as in many other countries.
That's the case in England & Wales anyway; I don't think there are any extra requirements in this respect in Scotland, but there could be. David?
Not sure about Northern Ireland either. They often have laws which differ somewhat from the rest of the U.K., but I've never seen anything along these lines.
