I used to put everything under a breaker and then tape them off until I returned to do the trim out. The new company I work for has a different policy and I think its better than the old one. Now when we tie in the circuits we put the breakers in but NEVER put them under the terminal until everything is in. Now I prefer this policy. My tool supplier, though, hates this policy because I dont "blow up" as many linemens pliers as I used to!
