Bill:

First, the subject of "Discontinued Outlets" is only mentioned in Cellular Concrete Floor Raceways; Cellular Metal Floor Raceways; and Underfloor Raceways.

Abandoned: http://www.dictionary.com/search?q=abandoned

I tried to get the following rule added to the NEC in Article 110 and it was shot down:

"Permanent wiring abandoned in place shall be tagged or otherwise identified at its termination and junction points as “Abandoned in Place” or removed from all accessible areas and insulated from contact with other live electrical wiring or devices."

In NFPA 75, this statement is really why we have to pay attention to the removal requirements mentioned here: "Abandoned cable can interfere with airflow and extinguishing systems. Abandoned cable also adds to the fuel loading.
