What's wrong here??

A few boo boo's in this 'ready for cut-in card' to POCO.

Depending on which POCO out of the two major ones here, the regs/rules vary.

Cold sequence CTs require the main disco to be sealed and locked by the POCO, for obvious reasons. The majority of these jobs utilize a non-fused main before the CTs, and the MOCP on the load side. Yes, it is a PITA as to access, as the POCO has to be called to unlock/unseal the main, IF it is fused, or any other reasons. Where that issue falls into "accessible" is debated by many AHJs, but the POCO and DCA agree it is OK.
