Cleaning up is important in resi & small 1 trade comm type jobs. Leaving construction debris (windows) is a major 'no-no' in a lot of towns, where there is a contractor involved.

Each descent size factory has a maintenance department. It takes care of lighting problems.
If factory too small (shop) there is not enough steady job for this kind of service (ballasts and tubes exchange).
